Since 1973, Jubilee has worked to provide high quality affordable housing and holistic support to those experiencing persistent economic hardship in the Adams Morgan and Columbia Heights neighborhoods of Washington D.C. Jubilee operates 11 properties totaling 464 units of affordable housing, with another four properties and 120 units under development, and offers robust programming for residents and community members pursuing life goals. Jubilee Housing is an innovator in financing and social services for affordable housing communities in the heart of the Nation's Capital. Jubilee's model of Justice Housing is affordable to those with the fewest financial assets, located in neighborhoods where resources such as good schools, grocery stores, and public transportation are readily accessible, and near services that support residents as they pursue educational and career attainment. - Position Description Serving as an integral member of the senior management team, the Vice President of External Affairs reports to the CEO and is primarily responsible for representing Jubilee's interests before the public sector including the DC City Council, mission critical DC agencies, and neighborhood entities. The VP for External Affairs is responsible for tracking and responding to legislation, budgets, and agency rulemaking to ensure the growth and viability of the organization. An essential part of this role is the development of effective relationships with city wide coalitions advocating for a range of legislative and budget matters in critical subject areas: affordable housing, out of school time programs, and support for returning citizens. The VP for External Affairs must work collaboratively with all Jubilee Housing departments, particularly the Institutional Advancement Department, to ensure that the interests and mission of the organization are understood and supported by external stakeholders in both the public, non-profit, and private sectors. Specific Duties

  • Represent Jubilee Housing interests before mission critical DC agencies: DHCD, DCHA, DCHFA, OVSJG, OST.
  • Represent Jubilee Housing before DC City Council in legislative and budgetary matters. Track pertinent legislation and develop strategy for responding when appropriate.
  • Prepare and deliver testimony on legislation and annual budgets impacting critical mission areas of Jubilee Housing including a focus on affordable housing, out of school time programs, and returning citizens. Prepare and train Jubilee Housing staff, board, and residents to testify at DC Council hearings and before key agencies pertinent to organization's mission.
  • Provide leadership and participate in city wide coalitions focusing on mission critical areas. Current city-wide coalitions include Coalition for Nonprofit Housing and Economic Development, DC ACTION, and Reentry Action Network.
  • Represent Jubilee Housing interests at neighborhood level; Develop working relationships with neighborhood organizations: Adams Morgan BID, neighborhood-based nonprofits, civic associations.
  • Develop working relationship with local ANC entities: ANC1C, ANC1B, ANC1A; Represent Jubilee Housing interests at full meetings and committee meetings of ANC.
  • Ensure that Jubilee Housing is adhering to the strategic plan and delivering status reports to the board. Desired Qualifications
    • Demonstrated experience and knowledge of city wide legislative and budget processes.
    • Knowledge of affordable housing finance.
    • Demonstrated experience with coalition building and issue advocacy.
    • Preference for candidate who demonstrates existing relationships with leadership in mission critical areas in the District of Columbia: affordable housing, out of school time programs, and returning citizen experience.
    • Success facilitating progressive organizational change and development within a growing organization.
    • Ability to operate as an effective tactical leader and a strategic thinker in a fast-paced environment.
    • Effective communicator and relationship manager, who can represent the organization's values.
    • Demonstrate excellent oral and written communication skills and communicate complex legislative and administrative material to board members, staff, and other non-financial personnel.
    • Work closely and effectively with a diverse group as well as peers and subordinates.
    • Flexible, collaborative, and proactive; a team leader who can positively and productively impact strategic and tactical finance and administration initiatives.
    • Can determine priorities and work independently with minimal oversight.
    • Excellent interpersonal, management, and organizational skills.
    • Flexibility with work schedule during peak budget cycles.

Hybrid Work Model Three-day, onsite hybrid work schedule required; agreed upon schedule with manager.
