Modernization Sector is seeking a highly experienced Database
Application Development and Integration Lead to work on a key
program supporting the U.S. Department of State as the Manager over
a team supporting a number of database applications, including a
primary Consular Consolidated Database (CCD) web portal that
interfaces with Oracle and SQL databases. This portal provides
information on Visa and Passport processing to over 50,000 users
around the world, and uses a combination of HTML, MOD_SQL,
JavaScript to provide the interface. This role serves as the
primary interface for the application development team, working in
coordination with the Program Management Office and the government,
overseeing all aspects of scope status. The Database Application
Development and Integration Lead will be responsible for the
overall execution and success of the primary Application
Development and Integration Team as well as providing leadership,
strategic direction, and day-to-day oversight for all team
personnel. This includes ensuring technical excellence, operational
efficiency, and ensuring Service Level Agreement metrics are
exceeded. The ideal candidate will be proactive, responsive, and
collaborative, with the ability to build and lead high-performing
teams, maintain strong customer relationships, and identify
opportunities for continuous improvement. Key Responsibilities:
Serve as the technical lead for database application development
and integration activities supporting the CCD ecosystem, including
the CCD Portal and related visa/passport processing applications.
Act as the primary lead for database application development
matters with the PMO, Government stakeholders, and partner
technical teams, providing clear communication on status, risks,
milestones, and deliverables. Lead, manage, and guide assigned
contractor personnel supporting database application development,
integration, and escalated operational support. Ensure database
development is fully integrated with existing websites, web
services and client/server systems. Modify and enhance databases
and database-related applications owned by the team, while
supporting dependent application teams and enterprise integration
needs. Maintain and sustain centrally hosted database applications
and applications hosted at remote work sites, ensuring continuity,
stability, and operational readiness. Enhance, modernize, and
sustain legacy web-based applications hosted within the database
environment while supporting transition to newer architectures and
delivery models. Provide Tier III support for database and database
application incidents, including troubleshooting, root cause
analysis, and resolution of critical and high-priority production
issues. Analyze ticket trends and recurring defects, and drive
short- and long-term engineering improvements that reduce incidents
and improve service reliability. Ensure SOPs, knowledge articles,
installation guides, interconnection security agreements, and
software design specifications are accurate, complete, current, and
useful to operations and support teams. Oversee quality across the
application development lifecycle, including testing readiness,
IV&V support, release quality, code quality, deployment
discipline, and production stability. Support modernization
initiatives related to database application development, including
Agile delivery, API/integration evolution, cloud-aligned
approaches, and continuous improvement across the application
portfolio. Required Qualifications: Active Top Secret security
clearance. Bachelor’s degree in Computer Science, Information
Systems, Software Engineering, Database Management, or a related
technical discipline. 10 years of experience leading programs or
technical efforts of similar scope, scale, and complexity,
including support for multiple simultaneous projects in a
mission-critical environment. 10 years of hands-on technical
experience in at least three of the following areas: Oracle, SQL
Server, .NET, Java, engineered systems, cloud technologies, data
integration, automated testing and deployments, or DevSecOps. 6
years of experience supervising technical teams of four or more
personnel. Demonstrated experience leading database application
development and integration activities for enterprise applications
that interface with databases, websites, web services, and
web-based applications. Demonstrated experience modifying and
sustaining database-related applications, including centrally
hosted applications, remotely hosted applications, and legacy
web-based applications. Demonstrated experience producing and
maintaining technical documentation such as SOPs, installation
guides, interface or security documentation, and software design
specifications. Demonstrated experience supporting modernization
initiatives related to application development, integration, and
transition from legacy to modernized environments. Demonstrated
experience providing Tier III support for complex database and
database application issues, including incident response,
engineering resolution, troubleshooting, root cause analysis, and
knowledge article maintenance. Experience operating in Agile or
SAFe delivery environments with accountability for milestone
performance, feature completion, quality, testing, and deployment
discipline. Excellent written and verbal communication skills.
Desired Qualifications: Master’s degree in a relevant technical
field, business, or engineering management. Industry-recognized
technical and/or business certification, such as Oracle Certified
Master, IBM Certified Solution Developer, or Oracle Certified
Professional. Industry-recognized certification related to Agile
development methodologies. Experience supporting large-scale
consular, visa, passport, border-security, or other Federal mission
systems with high availability and globally distributed users.
Experience supporting Oracle- and SQL-based application ecosystems
in environments that include CCD-style web applications, legacy
application integration, and remote site support. Experience with
HTML, JavaScript, database-driven web application development, and
integration of client/server and web-based applications with
enterprise databases. Experience with CI/CD, automated testing,
code quality tooling, secure software delivery, and IV&V-driven
release readiness. Experience reducing Tier I and Tier II ticket
volumes by improving Tier III engineering response, knowledge
management, and long-term corrective actions. Experience
coordinating across multiple contractor teams, Government
stakeholders, and interdependent workstreams in a complex
operational environment. Prior experience with Department of State,
Bureau of Consular Affairs, CST, or similarly regulated Federal

Range: Pay Range $107,900.00 - $195,050.00 The Leidos pay range for
